In season 3, Jerome wanted to kill Galavan for revenge, but Lee told him he was murdered. With that, Jerome wanted to know who beat him to it. Jerome was even more pissed knowing that Galavan was killed twice since he was brought back to life. So Penguin was responsible for Galavan's death twice. Sure, Jim did shoot him the first time, but Penguin did beat him up and shove an umbrella down his throat. And he had Butch shoot Galavan with the rocket launcher the second time. So imagine if Jerome found out that Penguin was responsible for both times Galavan died, along with having Butch by the ultimate end for Galavan. Jerome would of course be be made that they took away his chance at revenge. So would he do something terrible to them in return?

Gosh, i watched this like a month or two ago and i did not think that they were gonna kill this guy. I was like, you know he's unkillable right? But as soon as Laurel stood right up to his ear i was like, "Ohh...?! Ohhhh noooo...!" Like just thinking about the idea of Laurel screaming into his ear until his skull and brain are completely damaged and destroyed, that made me flinch and cringe in the worst possible way because you take out the head, you ain't coming back. So that was SHOCKINGLY brutal.

As convoluted as the story is with Joker in Gotham, Cameron absolutely knocked it out of the park!! I'd love to see him reprise the role some day, as the traditional (or something close to) Joker we all know and love; I have no doubt he'd be able to do a LOT of really intense scenes for a whole movie rather than just a show!
